Universal Destinations & Experiences has officially confirmed plans to build the UK’s first-ever Universal theme park.

The multibillion-pound project will be based in Bedfordshire, on the site of the old Kempston Hardwick brickworks. It will be the company’s first theme park in Europe and is expected to open in 2031.
According to Universal, the 476-acre park will feature a world-class entertainment resort with multiple themed lands, thrilling rides, a 500-room hotel, and a shopping and dining area.
The company may expand the land to 700 acres to improve transport links and support the expected high number of visitors.
Prime Minister Keir Starmer described the investment as a “game-changer” that would put Bedford on the international map.
The theme park is expected to create around 28,000 jobs, with about 80% of them going to residents from Bedford and surrounding towns like Luton and Milton Keynes.
What politicians are saying about the project
Culture Secretary Lisa Nandy welcomed the project as a “landmark investment” for the country. She said the theme park would not only celebrate American entertainment but also offer a platform for British stories and characters like James Bond, Paddington Bear, and Harry Potter.
Transport Secretary Heidi Alexander also backed the development, approving nearby expansion plans at London Luton Airport, which could support increased tourism when the theme park opens.
Nandy added that the government’s support for improving local transport helped secure Universal’s decision to build in Bedfordshire.
What we know about Universal Destinations & Experiences’ plans
The company has theme parks in the US (Orlando and Los Angeles), Japan, Singapore, and China, making this its first entry into Europe. It plans to deliver its signature experiences, including immersive rides and entertainment, to UK audiences.
While specific attractions have not yet been revealed, Universal says it surveyed more than 6,000 local residents and organisations, with 92% in favour of the project.
Universal has pledged to upgrade the Wixams railway station and build a new East-West Rail stop near the park. They will also add new roads to handle more traffic, including direct access to the A421, which experienced flooding in 2024.
The company says the project will add nearly £50 billion (R1.18 trillion) to the UK economy, especially benefiting the tourism and creative industries. Universal’s team stressed that more information will be shared after planning permissions are approved.
